The frame is the 2026 budget and never rescales: what is freed stays as an empty slot in its chapter and flows back underneath, first into the place of borrowing, then into the tax rates. Ribbon widths are proportional to forints.
Static arithmetic: tax yield = base × rate, with no behavioural response. The freed money comes from the institute’s line-by-line verdicts: a cut saves in full from year 1, a phase-out ramps evenly, a freeze counts 4% inflation.
