41.6 milliárd Ft is not a rounding error or a classification difficulty. It is 41% of the entire infocommunication sub-chapter. If the work is real and the contracts are genuine, they can be listed as named contracts in named budget lines. A line this large that cannot say what it funds is the signature of an environment where the constraint the budget is supposed to provide has been bypassed.
