Answer

Standard-setting is a legitimate function — but it is also the function that professional bodies in law, accountancy and engineering fund from member dues, worldwide. A health-sector body funded from general taxation is in the same structural position as the Teachers' Chamber: its existence is guaranteed regardless of whether its members value it. Three years gives the organisations time to transition to a dues model.
