The five-year horizon is chosen specifically because orchestras' larger fixed costs mean they need the full period to build subscription bases, develop touring relationships, and cultivate sponsorship and philanthropic partnerships capable of sustaining a fixed ensemble. The phase-out is not a sudden cut — it is a schedule that runs alongside those institution-building efforts. What it removes is the standing guarantee that prevents those efforts from having to succeed.

Indoklás
Közvetlen működési támogatás a zeneművészeti szervezeteknek — zenekarok, együttesek és hasonló testületek. Az elemzés egyezik a Cím 2.4.4-gyel: diszkrecionális kulturális elosztás a szubjektív értékelés tartományában, ahol nincs ársignál, amely informálná az elosztó döntését arról, mely szervezeteket és milyen szinten finanszírozzon. Ugyanazon mechanizmussal öt év alatt leépítve. A táncművészeti támogatáshoz viszonyított nagyobb sorméret a zenekari szervezetek nagyobb fix költségeit tükrözi, amely az átmenet terhét némileg nehezebbé és az ötéves horizontot indokolttá teszi, nem pedig rövidebbé — a zenekaroknak a teljes időszakra szükségük van bérleti bázisok, turnébevétel és szponzori kapcsolatok kiépítéséhez, amelyek képesek egy állandó együttest fenntartani.
Átállási mechanizmus
Lineáris ötéves csökkentés nullára. A szervezetek áttérnek bérleti, jegy-, turné-, filantróp és szponzori bevételre.
