A residual line with no mandate and no programme definition is not operational flexibility — it is a blank cheque. Where a genuine function hides inside it, that function can be named, given a statutory basis, and funded through its own line subject to the normal scrutiny a named programme line receives. A line called 'other' that persists because it is convenient is the signature of subjective allocation.
