State ownership of pharmacy equity is the opposite of the reform that improves rural access. Removing ownership and location restrictions — allowing pharmacist networks, mail dispensing, nurse dispensing — would create rural access models that a state monopoly or semi-monopoly blocks. The phase-out of state equity acquisition is three years; any in-flight transactions complete before the line closes.
