A 2026-os költségvetés-elemzésből
Prevention is good — but which prevention? And chosen by whom?
958 million forints for Health Promotion Offices whose programme mix cannot be verified to be the most effective use of that money.
About 240 Ft per taxpayer per year — 958 million Ft — for offices running prevention programmes whose effectiveness has not been systematically evaluated.
Amit látsz — és amit nem
The seen: Health Promotion Offices with staff, premises and programmes. The unseen: the prevention programmes that might work better but do not receive funding because the allocation is made centrally rather than by evidence of what actually reduces illness.
Ellenvetés
"Prevention reduces long-term healthcare costs — we should be investing more, not less."
Válasz
The argument for prevention is strong; the argument for which prevention activities work is empirically contested. Holding the budget flat — letting real value erode modestly — is not a rejection of prevention. It is a refusal to expand a programme budget before an evidence review establishes which of its components demonstrably reduce illness.
Share if you think healthcare money should go where the evidence points.

Indoklás
Health-promotion offices run preventive-health programmes. Prevention has a genuine claim, but the knowledge problem applies to programme-mix decisions — which prevention activity, at what intensity, for which population, is precisely the kind of contested allocation a central programme budget cannot optimise. The line is neither a clear retained protective function nor a clear concentrated rent; a Nominal Freeze holds it flat, letting roughly 210 millió Ft of real value erode over a decade, pending an evidence review of which preventive activities demonstrably work.
Átállási mechanizmus
Hold the nominal allocation flat pending an evidence review of which preventive activities demonstrably work.
Érintett csoportok
Health Promotion Office staff and the populations served by preventive-health programmes; no immediate displacement.
