No contract is breached. Existing service agreements run to their contracted term and expire without renewal. The cut means no new commitments are issued; suppliers are paid what they are owed. It supports the same administrative apparatus phased out above; with no contract counterparty whose rights require a run-off, the operating cost ends in the first budget cycle. In-flight supplier contracts are honoured through ordinary contract run-off as they expire, not through a budget glide path.
