A 2026-os költségvetés-elemzésből
11 billion Ft for 'priority social relations' — with no definition of what that means.
A discretionary appropriation that names a category of officeholder spending, not a state function with a measurable output. Who benefits is decided ad hoc by the Cabinet Office.
Roughly 2,500 Ft per taxpayer per year — 11,000 millió Ft allocated by officeholder preference rather than by a defined public function.
Amit látsz — és amit nem
The seen: relationship-building, sponsorship, and engagement spending on recipients chosen by the Cabinet Office each year. The unseen: every taxpayer compelled to fund connections whose purpose is not publicly tested against any output.
Ellenvetés
"Every government needs to maintain relationships with civil society and key stakeholders."
Válasz
Genuine relationship functions belong inside departmental budgets, tied to departmental mandates where the spending can be tracked against a purpose. A 11 billion Ft discretionary pool with a label broad enough to cover almost anything is not a relationship function — it is an appropriation with no outer boundary. The objection to it is structural, not partisan: a future government of any composition would inherit the same pool and the same discretion.
Share if you think 11 billion Ft of public money shouldn't be allocated without a defined purpose.

Indoklás
This is a discretionary appropriation, allocated by political officeholders, for "priority social relations" — a heading broad enough to cover a wide range of relationship-building, sponsorship, and engagement spending at the discretion of the Cabinet Office. The breadth of the heading is the problem. There is no defined function here against which a level of spending could be tested: the chapter gives a number and a label, and the label describes a category of political discretion rather than a state activity with an output. This is the pattern the framework treats as a strong Immediate Cut on principle: discretionary allocation of taxpayer money by officeholders, with no rights-protection content, no dependency chain tying citizens' life plans to the line, and no contractual counterparties whose good-faith reliance abolition would strand. The size of the line is not the criterion; an 11,000.0 millió Ft discretionary fund and a 110 millió Ft one would both be Immediate Cuts. The year-1 saving is 11,000.0 millió Ft.
Átállási mechanizmus
Immediate Cut. No transition period applies: there are no contractual counterparties with good-faith reliance to protect and no citizen dependency chain.
Érintett csoportok
Cabinet Office officeholders who currently administer the discretionary fund lose the allocation mechanism; recipients of the current relationship-building, sponsorship, and engagement spending lose that funding stream. No citizens' life plans are structurally dependent on this line.
